Introduction:
The Contegorian Confederation was originally formed by six planets within the Galactic Coalition of Planets as a regional government to increase the area’s stability and to provide for the mutual defence (especially from BDE) and prosperity of their respective planets. The lead members of the original government were Kashan, Metalorn, and Genarius. Since then, the Contegorian Confederation has not only become independent of the Coalition, but has expanded its borders to encompass nearly thirty planets and a multitude of peoples and culture.

Ironically, while the Confederation was formed to specifically defend against nearby BDE, Contegorian forces have never fought the Dragons. Instead, the Confederation has had several defensive engagements with the New Order, the two most important being the Imperial attack on Metalorn and its local shipping, and the Battle of Valinor. It has faced the Union via an extension of the Black Sun once. However, most engagements taken by the Confederation Defence Forces involves hunting down pirates, criminals, and local warlords.

Recently, with the Empire facing increasing rebellions and troubles at home, the Confederation has semi-demobilized their fleet, replacing many of their older, high-tech designs with the newer, and more economic, warships of the Unity Project. Funds previously devoted to maintaining these warships are now being used to shore up the Confederation’s already extensive defences, and to provide economic programs on various planets.

The Contegorian Confederation has adopted a national banner with a base, gray field which represents the constancy, peace, and sincerity of the Confederation. Two vertical stripes of crimson represent the Confederation’s military strength and magnanimity. Two vertical stripes of Red-Tawny represent the Confederation’s and its people worthy ambition to change the galaxy around them for the betterment of its people. In the center of this banner is a goldenrod/gold symbol referred to as the Unitas, which represents the enlightened unity of the Confederation’s people in prosperity and defence.

Population

The majority of the Confederation’s citizens are human on most worlds, but there are several planets with sizeable alien populations that often in control of the government. These extensively represented alien races are Kon’me, Multopos, Herglics, and Defel. In addition, Uffel is exclusively populated by citizen droids.

Economics & Demographics:

Agriculture: Several planets provide enough foodstuffs to not only supply Confederation worlds with food, but also trade them. Notable planets include Audacia, Kashan, Almas, New Oceanus, and Baralou. In addition, the jungle world of Genon has been cultivated and populated with Vratix from the deposed Zaltin Corporation to produce Bacta, primarily for the Confederation government’s hospitals and military, but some is sold on the open market depending on how well the Confederation’s stores of the medicine are doing. In addition, the swamp world of Treppok grows exotix plants on a large scale for use in other medicines.

Industry: The Confederation has an exceptionally strong industry base, holding the major factory worlds of Metalorn, Ter Abbes, Genarius, and the factory moon of Uffel. In addition, there is the minor, and developing factory worlds, of Eregion, Soroya, and Kashan. Most Confederation planets also have their own minor manufacturing facilities. In terms of shipyards, the Confederation controls the shipyard worlds of Hast, Thomork, and Abhean, along with several smaller yards, such as those located in the Fyre Sola System and Talcorra.

Education: Education varies from planet to planet, but roughly 95% of the population is literate, the main group of non-literates being the somewhat undeveloped Multopos. Most local governments have mandatory education, public or private, until a being reaches seventeen years of age. University education is not free, but there are several federal, and more local, programs which provide assistance for those to receive an education. There has been a recent drive in the Contegorian Council to raise education levels even more so, believing that better-educated and trained citizens can eventually bring the Confederation to an unrivalled state in economics, military power, and technology. Whether or not this is true, most citizens do attend a secondary education somewhere. The quality of colleges and universities vary from place to place. The most notable schools of the Confederation include the Kashan Defence College, the Abhean Naval Academy, the Metalorn Institute for Technology, and the Vandalar School of Business.

Society of the Contegorian Confederation

Society across the Contegorian Confederation is far from uniform, as diverse field of regional groups continue to retain their local identities; this is especially true of the alien cultures which thrive within the Confederation; much like the New Republic before it. However, unlike the Republic, culture in general is slightly more militarized compared to many other democratic governments. This is mainly the result of a conglomeration of thoughts from different groups with concepts of the warrior culture, and is seen as vital in order to keep freedoms protected from the likes of the New Order and the Black Dragon Empire. Besides providing education to its citizens, the Confederation does provide some universal healthcare, including the use of cloning centers to provide free replacement organs, blood, and cells along with surgery (done usually by 2-1Bs) for its citizens.

Government of the Contegorian Confederation

Individual local governments continue to govern themselves as they wish; but because of the nature of the Confederation, the vast bulk of these are democracies and representative democracies. Several planets do, however, run on less sophisticated governments, such as Multopos and Uffel. However, all are joined via the Contegorian Council, which is both a legislative and executive body. The Council consists of one leader or representative from each planet who gather at the de facto capitol of the Confederation (Brandenburg, Genon), specifically in Atlas Hall. There, representatives deal with issues regarding the Confederation as a whole, or particularly urgent local concerns. This where the Confederation’s internal political battles are fought, and internal alliances are formed (usually to benefit certain groups of planets within the Confederation). In order to ensure that power does not corrupt, and to ensure that there is no single dominant group within the Council, the Council’s leader, the Speaker, is not elected through the Council. Instead, each of the planet’s councilor or councilmember takes a scheduled turn in leading and directing the Council’s affairs for a few months. Because of the everchanging political head, most people know the SCO’s name more so than that of the Speaker. There is no federal judicial branch. Instead, local judicial court systems are used. In case of crimes against the state or other cases where local judicial law seems inappropriate, a public military tribunal is used.

Relations with other Governments

The Contegorian Confederation is geared towards to both defending their people and providing a prosperous economy to its constituents. These both require an intimate knowledge of the governments around them, and working relationships to them. Partially because of the paraniona from Imperial attacks, and their position to the Black Dragon Empire, the Confederation actively spies on friend and foe alike, and even on neutral governments near the Confederation borders.

New Galactic Coalition: Once a memberstate of the Coalition, the Confederation has since become independent of the said government. Ties between the two governments are semi-strained because of the Confederation’s secession, but are generally friendly, and several Coalition and Confederation subnations continue to have strong ties.

The Commonwealth: The Confederation is on good terms with this government, having fought together against common criminal foes. Trade relations between the two are somewhat small but steady, with the bulk of these transactions occurring on Budpock or Cybloc XII.

Black Dragon Empire: Though not at war, the Confederation views this empire as a potential foe that is merely biding its time for the opportune moment. Dragons are typically viewed with suspicion by the general populace, and given the proximity to their space, the military keeps tabs on Dragon movements.

Stellar Enterprises: The Confederation’s largest trading partner, and the entity responsible for much of the construction on the Confederation’s de facto capital world of Genon. Stellar Enterprises is one of the few outside governments that most Confederate citizens trust explicitly.

The New Order: Viewed as the most threatening and malevolent government to most average citizens. It is especially detested on Valinor and Metalorn, both places where the Confederation and the Empire have faced off in battles. Most of the Confederation military plans and contingency orders are based on the concept of dealing with Imperial invasion.

Union: Arguably the most complicated relationship with any faction. The first clash of Confederation vessels in open space was against elements of the Union via Xizor Shipping. Months later, CSIS’s Black Ops division unknowingly contacts Union operatives

Military Forces of the Contegorian Confederation:

Contegorian Confederation Defence Fleet:

Originally, the CCDF was primarily composed of the Kashan Defence Fleet, which was used as a federal fleet, and supported by the motley local defence fleets of individual planets. As time passed, and the Contegorian Confederation expanded, the fleet was reorganized with a significantly large Federal fleet being formed at the expense of the size of local defence fleets. Because of the wide variety of ships used within the Confederation, there was a lack of standardization, which made things exceptionally difficult for logistics and recognition. Because of this, the Unity Project has recently begun to standardize most of the Contegorian Confederation Defence Fleet. There are two large known federal units within the CCDF, the elite White Fleet, formed primarily from the remnants of the Kashan Defence Fleet, and the everchanging Confederation Expeditionary Force, which almost exclusively deals with incidents outside of the government’s borders. The current flagship of the CCDF is the Revanche-class Star Defender Revanche, which acts as the unofficial headquarters of the Fleet. Official fleet offices are found throughout the Confederation, but the primary location is the CCDF complex, located several hundred kilometers outside of Brandenburg, Genon. Members of this armed service branch wear uniforms based on those of the Old Republic, but are black with silver piping, rank plaques, and code cylinders.

Contegorian Confederation Army:
Forms the Confederation’s main groundside defences, and despite the doing less than the Defence Fleet, is nearly three times larger. In times of war, the size of the CCA swells depending on the government’s needs. All physically and mentally capable citizens that are not active in other units must have basic CCA training and are expected to act as militia in times of war. Unlike the fleet, the CCA continues to be diverse as its constituents, with many local troops using their own preferred weapons and uniforms. However, the bulk of human troops use Cresdyne Industries Camou Scout Armor. In addition, most units use Confederation specific armor vehicles, such as the Ares-class Heavy Tank and the Apollo-class Main Battle Tank. Another significant part of the CCA are the droid legions, the thousands of Paladin II Assault Droids which are usually kept deactivated in underground bunkers. Unsurprisingly, units are organized by their specific training and the area they are from.

Confederation Merchant Fleet:

The Confederation Merchant Fleet, more commonly referred to CMF, is probably the oddest service within the Contegorian Confederation, combining both economic and military duties. One of CMF's main duties is to carry federal cargo, including military stores, throughout space. However, the CMF just as often carries heavily inspected private freight across areas for a charge. It isn't uncommon for groups of CMF ships to engage in trading expeditions with neutral planets. In times of war, the CMF comes under the command of the navy, and its ubiquitious Styria-class Galleons are used as medium frigates and light carriers. Because of the events regarding the Battle of Metalorn and several attempted ambushes, all CMF ships travel in convoys with a minimum of four Styria Galleons.

Confederation Security and Intelligence Service (CSIS):

Perhaps one of the overall most competitive units of the Confederation in comparison to other services of galactic superpowers. Intelligence and Security agencies and operations originally part of local planets are all organized and connected somehow to CSIS. CSIS provides security details to sensitive personnel, projects, and buildings. The intelligence branch is primarily concerned with counterintelligence efforts on Confederation planets and eliminating internal threats, such as crimelords and other criminals. Nonetheless, it does maintain a network of spies throughout the surrounding region to keep an eye on close events which could possibly threaten the Confederation. Perhaps the most elite CSIS agent is Adrian Ravenna, who has participated on several missions, including abductions and hunter-killer operations.

The Jensaarai: The Force Users of the Confederation
Officially, the Confederation has no Force-user organization of its own. However, elements of the old Jensaarai Order were incorporated into CSIS. The Jensaarai are to the Sith as the Dark Jedi are to Jedi; they have completely opposite views on the Force, but are from a common knowledge and culture. Currently, force-users that are found within the Confederation and volunteer for special work are sent to the old Jedi Academy on Almas, where they train in the ways of the Force under the Saarai-kaar. The most notable Jensaarai is Adrian Ravenna, along with his close friends Kitty Hawk and Robert Swenson.

Planetary Surface Defences:
The primary Confederation doctrine is to conserve and protect and expand through diplomacy in a classical Fortress doctrine. Thus, less effort and resources placed into forming grand invasion fleets, and more are placed into defending existing Confederation territories. Because of this, most planets are protected by planetary shield networks and turbolaser and/or Flak Tower networks. Shield generators have their own reactors, and are always kept raised, except to lower subsections to allow the entry of individual craft into the planet’s atmosphere. The primary reason for this doctrine is to protect against interplanetary missile strikes, such as the infamous Phague missiles employed by BDE during the last war. A side benefit is that it makes more difficult for enemies using stealth technology to enter Confederate aerospace. All of this does cost some money, and besides local funds, the defence network is supported by the federal gemstone mining operation on Baralou and the financial backing of the Nilgaard Sector banking center of Reaper’s World.

Territories of the Contegorian Confederation:

Most of the Confederation’s members are situated on the eastern and south swath of the galaxy in relatively close proximity to each other. This proximity has produced greater unity among the peoples. In addition, heavy scouting has formed hyperlanes which connect planets to each other at speeds faster than traditional hyperspace routes can afford. Both of these make the Confederation easier to defend, as any planet within the Confederation Proper (the center of Confederation territory), can literally have the help of eight other planetary defence fleets within mere minutes.
